Date: September 20, 1860 George Beebe, Territorial Secretary, wrote from Lecompton, Kansas Territory, to John Bayless, responding to Bayless' previous solicitation for his opinion. Beebe referred to an act of 1860 which would abolish all county offices, including the office of Superintendent of Schools, in his opinion. John Bayless was the first Superintendent of Schools in Doniphan County.
