Stewart was a free state supporter and was active in a number of the territorial confrontations between free state supporters and proslavery supporters. He also helped slaves to escape on the Underground Railroad. Stewart was listed on the Free State ticket as running for the Territorial House of Representatives for Douglas County in May 1858.
